For a start how old is he? Why doesnt he have a KTP??? (ID card) if he's over 17 he should have one, unless its been misplaced. Even if he comes to OZ or not...he should still get off his BUTT and get a new one.. most things cant happen without one in Indonesia... liscense, KK (family card) basically anything that they need to registar for.. even a bank account etc. Just not having one sounds dodgy to me. Most Indonesian's freak out if they lose it. And if he got his liscense without the KTP, then obviously he had the money to pay someone off in the police office.
He can join his mothers family card..actually come to think of it, if he's not married he should be still listed on it. Even if your single you can get one for yourself. But even for that you need the KTP first..
Why cant they send the documents to him via mail? they can send it by a registared mail service called TIKI its not very exspensive at all. I really cant see, that a boat trip to Kalimantan would cost 300 Aussie dollars..especially if he travels economy. He could probably fly there for less than that.
The average cost for an Indonesian passport is 500 thousand rupiah.. however thats will all the supporting documents. Ive never heard of anyone getting a passport for 500 Aussie dollars or 35million rupiah..
The only thing I can suggest, is that if your really desprate for him to come over to Aussie, go to Indonesia yourself, and pick him up, and help him sort out everything. At least see if what he's telling you is for real. Either way its alot of money to outlay.
