If they are paying the 1 million fiscal they don't pay 100,000 departure tax as well.
Agents skulk around the immigration office looking for business. It is easy enough to do yourself and you should only pay 700,000 if you want the passport straight away, otherwise wait a few days and get it for around 300,000.
