Copy DVD's are prohibited to bring into Singapore as stated on the customs website. I would imagine declaring them would mean they would be confiscated and you could possibly be charged.
Singapore do not have the copy DVD's readily available as Bali does as it is a serious crime in Singapore to sell them. No doubt if you look hard enough you can get them but you would have to ask around.
