Perth international airport looks at your hand luggage as you enter immigration, but only queries it if it looks heavy. Agree with everyone about hand luggage returning from Bali. I believe the ground staff for Garuda are contract staff so hand luggage is not checked by cabin crew as it is on Australian domestic flights. The thing that really takes up extra space are the small suitcases on wheels, even children have them now (whereas previously it was a small backpack). On one flight from Bali I saw someone carry on a mirror (almost full length) don't know where she put it. Bedspreads are the other thing. Your ticket says one bag, plus camera, handbag.
