I have been to Bali eighteen times,and have rarely had a problem with money changers.I try to visit the same changers whenever I can during my stay,and give them a small tip after each transaction,around 5000rp.They are so appreciative,and it makes me feel good,too.Sometimes when I am pressed for time,I have my driver change the money for me.
