I suppose it just depends who you get on the day, but even having a letter from the recipient of the donations does not mean you will get through.
I wouldn't trust marking anything with donations anymore, just use your allowable weight to take what you can.
Also remember that things like exercise books are extra heavy and sometimes cheaper to buy in Makro anyway. Best to have a garage sale and sell your donations and take the money to Makro or somewhere and spend in Bali for things you know the orphanages or such need.
