The cost of living, once in Bali is very cheap for food and drinks. Most attractions & tours are in USD, and should be considered when budgeting. You could also consider hiring a driver for full/half day with your own itinerary - heaps of recommendations on this forum.
Kumala Pantai on the Legian/Seminyak border has excellent family accommodation & the hotel's food is quite cheap. There is a small oneway road between the hotel & the beach.
Some hotels have kids clubs, so if you fancy going off on your own to shop or get a massage, this might be the way to go.
Depending upon how long you are staying, I would recommend a few days in Ubud. The Tegal Sari is a great hotel - no TV though. Ubud is half way or even closer to alot of popular attractions too & has some fabulous restaurants.
