if you are fussy and want the best, then I recommend my friend Asri of Alus tailors in Kuta.
Her shop is at Jl Raya Kuta no 40B and her local phone is 753646.

Asri is very very good, her shop is airconditioned so no sweaty try ons, she can work off measurements, pictures, vague descriptions, concept ideas etc and her work is top quality.
Her english is excellent, she has a vast array of materials in her shop and books full of samples as well but I would email her and ask as it may be better for you to buy it here and take it over.
you would not be disappointed as she really is the best.
