Hello,
We went Oct 2005 and stayed at Febris on Jl. Dewi Sartika, not far from Waterbom park. Was a good hotel with good food.
Bali Dynasty is pretty much across the road and has its own mini water park for the kids (and adults :)).
Discovery Kartika plaza is close to both of these and has a good food court with approx 40 mini restaurants, as well as a time-zone for the kids..
Both are good.
Recommend taking kids to Waterbom park for the day, as well as the go carts just a few minutes walk away.
