My husband is a surf nut and we only go on holidays for him to surf. Have stayed at the Ramada Bintang in tuban last two times we went (May and Late June). It is beach front and you can access all the reefs at tuban (Airports, Middle reef and Kuta) by boat straight out the front of the hotel beach. On the right side of town to head to bingin and ulu etc. It is a 4 and half star and quite nice. He would surf at 6.30am and be back for breakky (which is great) by 10am most mornings to have it with me.
