Staying in Kuta or Legian would be fine for July. You can then travel to Bingin,Uluwatu,dreamland but will also have the surf off kuta reef.
There are heaps of hotels in kuta and legian so it really depends upon your budget and what you are wanting in terms of accomodation rating.If you give a little more info there are heaps of people on here that will give you great advice
