My doctor told me i should not drink or smoke, Both i still do both socialy and always have (I've even binge drunk in Bali in the old Pub crawl days and smoked a pack a night ). With his condition now under medication he will be fine & with the support of his friends they will look out for him.
There seems to be a brotherhood amongst surfers to keep an eye out for each other even if they are not known friends.
If he surfs in Bali no doubt he surfs at home too - Do you worry when he surfs at home ? Same / same. He'll be fine.
