The problem with cute arguments like this is they don't reveal the whole facts. As others have commented, the two Bali incidents were deliberately directed at Western tourists, including Australians.
Maybe more importantly the Indonesian Government has shown with its handling of the Bakir matter that it doesn't have the will or the ability to punish the people who plot these atrocities. While the Indonesians give punk drug runners the death penalty they let people with evil in their hearts go free. I think the travel warning for a country like this is absolutely accurate.
