I live in Bali and you can get dud licenses and I have a proper one and I did not need to have a test. I do not know of anyone having a test in Bali. To get a legal one it costs approx RP400,000. To get a dud about 200,000. but I know for a fact that you will not be covered by insurance on a dud one.
