Let me first say that any effort to promote Bali with a focus & absolute statements regarding safety for travellers could potentially open you, your company, etc. to massive liability issues in the event that someone that does travel to Bali based on the advice of these promotions is somehow injured in an "incident".

As someone deeply involved in the world of advertising, I would advise you to focus on the many things that attract travellers to Bali...the colorful culture, magnificent luxury resorts & spas as well as the myriad of budget accomodations, fabulous shopping & dining opportunities, sporting opportunities, eco-tourism experiences, etc., while giving factual and detailed information on the attempts to increase security for residents & visitors alike. The inclusion of pro-western, pro-tourism testimonials from Balinese involved in the government & visitor industries, I think, would also be most usefull. In this way, you are not making claims, factual or not, as to the actual safety in a place where circumstances are far beyond your control.
