go into www.skype.com and its free software.
You can ring anyone who is in your contacts list who is also using skype. As cosamlin said, you need a microphone to speak into and headsets to listen (else the voice comes thru the speakers on your computer).
You can ring all around the world to other skype users, totally free of charge.
