If you have a Simpati card it will be active here thru link with Optus and you can check balance and exp date by SMSing *888# and you will get instant reply. Don't know if can refill from here but anyone in Bali can refill for you - the shop can put it straight onto your phone account without phone there as long as have number. Don't know with other types of SIM
