not the one I am involved with and I would have wondered what was going on too.
In fact if it is a shelter they are bound by the same rules of animal husbandry as any kennel facility. The RSPCA are bound by law to investigate animal cruelty or abuse either in a shelter or any other kennel facility,even their own.
