I don't know if this will help but I work for a chemical Co and we make our own Instant Handwash Sanitising Solution which is the same as Aquim. It is definately flammable and when we transport it from state to state it has to be done in such a way that it is not mixed with any other chemicals or oxidisers. So assuming you are not allowed to take anything flammable in your hand luggage this would be regarded as dangeous goods.
