Definately better to get your cert. in Oz before you go on holidays. Then you won't be wasting precious holiday time stuck in a classroom learning theory, you can just go out and enjoy your dives. Also depending on where you are in Oz, learning to dive there (possibly cold water, thick wetsuits, poor viz, more weights etc) means you will feel much more comfortable diving in bali with nice warm water, good viz etc and you'll be probably be more likely to keep diving also.
