One out of three would never be tolerated in Australia. The 90,000 ($12) shortfall you mention is $12.00 and not .15c someone in an Australian shop accidently miscalculates with your change.
It's deliberate and consistent in Bali, is considered the norm, and is theft.
To me their apology counts for nothing when they follow it up by stealing from the next person who comes along.
