It's your financial institution that benefits from the surcharge and interest. The people putting the transaction through only get the amount that the transaction is for, whether it's processed as a credit transaction or cash advance, so I'm not sure how exactly it could be a scam.
Probably just a fault with their system and the way the transaction is processed. I paid with my visa card, but it's visa debit, so I didn't have any fees from VOA payment or ATM withdrawals.
