have been going to bali for over 22 years never have encountered any stange hugging customs, someones pulling your leg!Balinese are quite reserved in their affections will only do the hugging bit as far as I know if you try first even then its a stange patting result not any full on hugging but you may come across this at the Hula Club late at night after a few drinks maybe?
