1st Timer - Exchange Rate?

When I booked (for October) in January the exchange rate for £ sterling was 16500, gradually went down to 15400, now 17600. Is this volitility normal and is there any rate which you would consider buying prior to departure. After all a 13% swing in spendies is a lot. Or am I am just better biting the bullet and waiting until I get there. Just as an after thought has anyone ever done a chart over the years which shows a pattern where at certain times of the year the exchange rate is better (or worse). I know in Europe for example, and prior to the Euro the exchange rate for Spanish Pesatas always seemed to go down in the Summer holidays when everyone in the UK was buying them.
