Telkom operates a variety of services in Indonesia including Telkomsel (GMS mobile communications)

Just because at the shop they don't ask you about registration & set it up as usual does not mean that registration is not required.

As the link below outlines you can do it via your phone & when it is complete you are given a "pin" number (tourists just need their passport number)
The most common sim cards in Bali - Simpati & ProXL definitely require it.
