yes you are right Tina,they are paying for goods on credit to the ones who come around on the beach.Most beach sellers will talk of a "boss" but that is just the person who sells them the goods they are selling I.E. drinks or clothes etc which in a large amount of cases is actually bought on consignment from "the boss".
In legian for beach sellers who do not live in legian the licence costs around the RP400,000 for 3 months per person and they have to clean the beach up when told to do so by the banjar.
