This is my understanding. If Emupark hasn't paid fully for the holiday, then they may be charged for any schedule changes to their flights.
However, if Emupark has paid fully then I believe Garuda is required to pick up any extra charges... say for domestic flight or hotel accommodation and for any schedule changes or delays.
If fully paid then I'd be having a serious chat to your travel agent.
