I have also just returned from Sanur and agree with everything you have commented on. We stayed at Puri Santrian hotel and only 14 other Australians there. Rest of guests were European and Japanese, but hotel was not busy. The hotel management and staff are blaming the lack of tourists on the bombings/govt. warnings, but we believe the visible security measures now in place in Bali make it safe to visit.
