We also received some 'old' notes from my mother in law, her last trip was 10 years ago. We tried to use them at Poco Loco and it was explained to us to go to a bank (not money changers) and they would be exchanged.
We stayed at the Padma. The next morning I asked reception where the nearest bank was and explained what I needed to do. The staff at Padma explained, as a service to their guests they accept old notes. We paid our hotel bill with the notes and the remainder they exchanged for new ones, no fee involved.
