I've thought about this myself and another thing is that our 11yo girls look much older to Indonesians because they are just plain bigger.
We talk about taking our grandaughter or both of them when they are around 13yo and I will be putting my foot down with a firm hand!! It's a good little lesson in other cultures also.
I just can't stand the thought of such young girls being sexualized in the minds of others!!!
