We found that having a house/villa versus a hotel room was easier for us, particularly at nap time if your kids still give you that time for peace and quiet - a great chance to have a beer together!
You might want to be somewhere beachfront so you dont have to go far with the kiddies. Sanur is very family friendly and there are hotels there which cater for families with 2 bed apartments, kids clubs etc.
You will have no shortage of doting people to play with them in restaurants and they will meet kids on the beach too. You will definitely have a great time. Hardy's supermarket have kids pool accessories very cheap (we bought an inflatable pool ring for 15 000rp and left it with a family).
We did not feel unsafe at any time during our trip, but this is a personal decision.
