We were there from 14-22 April and many shops closed early.
Particularly noticed it more in Legian, Jl Sahadewa (Garlic Lane) & Jl Padma was very quiet around 8 and practically dead by 9. Saw some stalls in the Legian Art Markets close around 7.
However, down in Tuban one night, I mentioned the shops closing early in Legian to one of the shopkeepers & she couldn't believe it. She said she would be open to 10 and it was the same for everyone near her.
Pity, as it meant we couldn't shop after dinner anymore :(
