Last month we used Global Xtreme in Jl Raya Kerabokan. I'm told it's about the best to go to. You can also have a good meal there(their baguettes are excellent), watch DVDs, listen to some music, read a book from their library - or the paper - and have a drink. It's either in Seminyak or Kerabokan (boundaries tend to be a little blurred), but whichever, it's pretty much in the area you want. Some of the hotels have wireless too, but I don't know which ones do in Legian/Seminyak.
