I think the indo govt is slowly replacing the paper notes with plastic notes (same kind of material as our Aust money).
In January we got a few plastic notes when we changed money at the Kodak shops, but mostly paper notes.
Sorry if I caused you any concern, it appears from everyones answers that the paper notes are still in circulation.
