if you have a pre-paid phone deal then generally they are locked, the exception is vodaphone pre-paids which are generally unlocked. The easiest way to check if you phone is locked or not, is to borrow a friends sim card who is with another carrier, and see if it works in your phone. You can pay your carrier to unlock the phone if need be. You can also get the phone unlocked in Bali for a fee.
