YES, I've noticed the same thing. It is very annoying because I'm literate enough to know how to read without having emphasis shoved down my throat. I don't need it spelled out for me as if I'm an imbecile.
I find it actually makes the post harder to read. The reason being that capitals don't really indicate emphasis in the chat/forum context. They indicate shouting. So when I'm reading those messages, my internal voice reads those words as being shouted much louder than the rest of the text.
