best area to stay for halal food/mosque?

Hi,
I am hoping someone can recommend the best area in Bali to stay for availability of halal food and also access to a mosque? The absence of roaming dogs would also be a bonus! Also any particular hotels which may cater for halal needs. I have done a search and I see that there are many padang restaurants in Kuta, but I wonder about elsewhere - eg. Sanur? Thank-you.
