Not sure what views you are looking for but best value hotels I may suggest - Kuta - Adhi Dharma Hotel ( off JL Benasari)& Rama Garden on JL Yudistiri (EX Jl Padma - Legian).
These are not backpackers but in the $40-$48 AUS per night range and are small intimate hotels with a nice traditional feel.
The location for each is exceptional.
