I would feel comfortable given their age range if they were next door at KP. only if they were ground floor and NOT Y block. My reasoning for this would be that in Y Block the fishponds stop balcony to balcony access so only your front doors are accesible to each other. Same goes for upatairs whereas ground floor in A,B,or NS (Ithink that's correct but any block that isn't Y)give you quick and easy access porch to porch.
A lot depends on how mature the 14yo is. Of course you could have the 8yo on an extra bed in your room because there is plenty of room but then you would have no one to dob on the older 2 if they choose to go swimming at midnight ;-).
If they are saying they are close to each other I think that is Indonesian for "No they are not next door and possibly they are not on the same floor and it's even possible they are not in the same block"
I would phone or email and ask exactly what room numbers you are "blocked in for"
