(a)No buts... it's dishonest, plain and simple.
(b)If we pay the guy at the check in we're contributing to the corruption when it suits ourselves and then we can whine about Indonesian corruption the rest of the time.
(c) Not sure if it works this way but if we just paid the money to the proper airport authorities and got our receipt they might be able to gauge how much fuel we need for a flight that lasts the distance and have some fuel left over for an emergency.
(d) As has been pointed out before on this forum, if those overhead lockers fly open during air turbulence any overweight carry-on bag is going to hurt someone bad.
