There used to be a shop near Bemo Corner called Simons....
Does stunning bead work and makes tutu's etc....
However she isn't what I would call cheap by Bali standards. Cheap by ours though.
Alternatively have you thought of looking at Ebay - I often buy dance costumes from there.
