for your excess luggage at check-in. You go to a separate counter. I have had to pay excess once before and when I got to the counter they only charged me for half my excess weight. I had no problem with paying the full amount but the guy just said to pay this amount so I did.
If you pay at check-in I assume you would be paying a bribe to the attendant on the counter.
