all over Bali and in fact plenty of all sorts of wine since they got rid of the monopoly of importing it. However prices are more than most western countries due to the taxes here.
the cheapest sparkling wine I've come across is the one put out by the local wine maker Hatten and it is fine to drink and about 130,000Rp retail in most shops and maybe a little more in restaurants. Actually had four bottles of it for my wife's birthday the other day and it was fine.
