It comes out of a round seed pod from a tree... it does contain the seeds for the tree inside the fluffy white filaments...Maybe so it can float away and pollenate away from the mother tree???... Grows wild in the NT... People were selling the opened,empty seed pods painted as xmas ornaments at the parap market in Darwin this year...
Not sure why its a quarantine no no... maybe it grows like a weed???
