I am in Phuket at the moment, and whilst I have never had problems photographing aircraft at Phuket/HKT years ago, things started to get problematic in 2003, was forbidden in 2004, and at the moment is still not allowed. There is paranoia....Looking at the website www.airliners.net, I can see that there have been no recent postings of pictures taken in Bali recently...likewise Phuket. This indicates problems to me!
