We have never been charged for excess luggage and we have ALWAYS brought back way more than our allowance. But we always put the heavy stuff in the hand luggage. Have a $20 note in your pocket, use tears and tell them it's all you have an it is your taxi money. I have heard tears and money work. I have also heard or people paying upto $300 aus dollars. Your friend might also have a $20 note to call upon if needed. After all $40 is cheap. There is no consistency with their system, some cop it, some don't. Good luck, stay firm.
