By you paying the money for your airline tickets to the travel agent & by them receiving it in payment for goods &/or services means you have both entered into a contract. Your travel agent has breached their side of the contract by not supplying the product you purchased. I would think that 'forgetting' to pay the airline is not an acceptable legal reason for breaching the contract (I am making an assumption here).

In Australia, we have a government department who protects consumers and protects their right to fair trading. Surely the UK has a similar body of authority you can complain to and gain advice? Is the travel agent a member of the Association for British Travel Agents? The association may be of help too.
