Obviously someone has to take responsibility for her as she sounds non compus mentus. Either you, tourist police or the consulate should get her name, passport number and then try and contact her relations wherever they are. It is always a hard task to differentiate the chronic unwell mentally from those who may be on a short bender from drugs or lack of. In these cases one hopes they chill out soon and leave Bali. No place there or anywhere away from their home country for the mentally unwell. Hard balancing act anywhere between incarcerating people for their own and others benefit and letting people have the inexorable right to screw up their own lives..
