our driver said that the government was going to start random drug testing of locals and tourists. They were also looking at getting the drup sniffing dogs, like Australia has been training.
He said they want to clean up the place, but there is also money to be made via bribes especially from tourists if caught and sentenced.
While we were there in November we saw 2 lots of random bike licence check. If you did not have your licences on you if was a 70,000 rupee fee. I asked Made who received this money, the government or the policeman. He laughed as said policeman of course.
