Im not really sure why you wont fly Qantas!
If you read the statement it clearly says that the fee will not apply to the air ticket and that Qantas Holiday fees are not as high as other travel companies.
A lot of travel wholesalers pass on the merchant fee costs and they can be up to 3%, depending on which credit card is being used.
